just call MYSQL command line client utility from the .bat script

You cannot run windows commands inside mysql.
If want to run any sql commands or queries you can create a sql file and feed this sql file to mysql using your bat file or powershell script

Hardly it can use any index.
Index by address line will not be useful here as
0) this is not an SARG in the query
1) selectivity of NOT conditions tends to be poor

UPDATED field WITH the LIMIT can be a candidate for indexing.
